APPSC office set on fire, 4 arrested
ITANAGAR, Jan 10: In what could be termed as shocking incident, the Arunachal Pradesh Public Service Commission (APPSC) office building here was set ablaze early this morning.
Several rooms of the Commission’s building, including the Chairman’s chamber were completely burnt down in the incident. Many important files and papers were also burnt to ashes.
Further, at the private residence of APPSC Chairman Dr Ligu Tacho, two vehicles (Scorpio) of the Commission and one vehicle of son of the APPSC Chairman were either torched in between 3 am to 4 am today morning, District Magistrate Itanagar Capital Complex Onit Panyang said in an official release.
Capital Complex administration held the members of Unemployed Arunachalee Engineers’ Association (UAEA), who had called a bandh today, responsible for the attacks.
Petrol bomb was reportedly used by the protestors, who arrived in separate vehicles in large number, to set on fire the building, one of the ITBP jawans, who was on night city patrolling duty, said.
A jawan of the patrolling team also received grievous head injury while he was trying to resist them from damaging the building.

Meanwhile, Nyishi Elite Society (NES) has vehemently condemned the incident and the damaged caused to APPSC office and private assets of Dr. Ligu Tacho, Chairman of the Commission.
The act has not only tarnished the image of the organizations that enforced the bandh but it has also shown the mental horizon of the educated youth of our state, it said and called for a thorough investigation into the incident by Government.
“If the allegations of the examinees on the prestigious institution is true then all the right thinking citizens as a parents and elders would have supported their cause,” the NES said while adding that the destruction of Govt. and private properties in the disguise of democratic movement is ugliest act that one can could have thought of.
“From the act, it can be presumed that it can not be an act of an educated youth but if that is so then such person(s) can not be said or regarded as of possessing a degree or a qualified person.
“Huge amounts have been spent on building these assets which can not be left to a handful of hooligans to be taken for a joy ride. The state govt. should deal with such mischief makers sternly and punish them as per the law to deter such activities in future. The damages made to Govt and private properties should also be realized from the responsible persons,” NES said.
The NES urged the State Govt. to come out clean on the allegations leveled against the Public Service Commission by instituting an inquiry committee to unearth the facts and the outcome of the probe should be made known to the people. If the Commission is guilty then the guilty person should also be punished to ensure the sanctity of the institution, it added.

Expressing serious concern over the shocking incident, many citizens have criticized the district administration and intelligence for failing to sense the possibility of such incidents before or during the bandh which was called against the APPSC.
Road accidents claim 419 lives in three years

ITANAGAR, Jan 10: Almost every day we hear about road accidents in Arunachal Pradesh. However, only few accidents are recorded and made known to public as many of such accidents go unreported and unrecorded.
The data available with this daily is alarming.
Between 2009-
In 2009, there were 306 accidents with 158 deaths and 530 injuries while in 2010, there were 293 accidents which resulted in 148 deaths, 491 injuries. In 2011 there were 227 accidents which claimed the lives of 113 and left 432 injured.
As per the data available in Road Safety Cell, PHQ Itanagar, the numbers of person killed in road accident during 2010 upto November 2011 increased in Tawang, Papum Pare Rural, West Siang, Lohit and Anjaw Districts while the rest of the districts of the state indicated negative marking.
The majority of the accidents were caused because of breaking speed limits, reckless
driving, including ignoring road sign and signals, driving under the influence of
alcohol and drugs, using cell phone while driving, driver distraction and bad road

The citizens of the state though well acquainted with all the consequences of road accidents but hardly few individuals have realized the value of traffic guidelines and successfully averted human error related road accidents.
Though, the State’s Road Safety Cell is conducting road safety awareness campaign in various corners of the state, still Traffic sense is absent in our state as even the literate people are also hesitant to follow the traffic rules here.
In such a situation, we cannot blame the concerned authority for their failure to control the mounting road accidents unless and until its citizen follow the traffic rules and regulations properly. Particularly for state like Arunachal Pradesh where even educated people act like illiterate, it will be tough job for the authority to impose traffic guidelines strictly. The state needs effective law enforcement to incorporate traffic sense amongst the people and it need sufficient traffic police personnel to enforce it.
However, such strict enforcement should be done in a scientific manner, without causing trouble to the passengers.
According to Superintendent of Police (Traffic) Apang Tamuk only 30 traffic personnel are manning Itanagar and Naharlagun roads which is not sufficient. He said that minimum of 80 personnel are required to handle the traffic problems in state capital. However, he expressed the hope that the proposal for engagement of traffic warden under Capital Complex Town Magistrate would immensely help the State Traffic Cell.

Meanwhile, All Arunachal Pradesh Public Transport Federation, Secretary General Dobing Sonam, taking serious note of the increasing rate of road accidents involving commercial vehicles, appealed all commercial vehicle drivers to cooperate with the traffic authority and attend the awareness programme.

Aalo witness grand youth festival
Aalo, Jan 10: The first ever West Siang District Youth Festival 2012 begun here on 8th January. The three days festival was being organized by West Siang District Students Union (WSDSU) in association with Department of Tourism, govt of Arunachal Pradesh.

PASIGHAT, Jan 10: The Panyang community living in Pongging village under Katan circle
in Upper Siang district has organised the 200-
Hundreds of men, women and children swarmed into a natural cave at ‘Pompik Adi’ at Pongging village outskirts on Friday, with bamboo poles and killed over a thousand bats as part of a festival. The Panyangs since time immemorial has been catching bats in thousands to lakhs once in a year, particularly during early January. The practice of killing bats for meat once in a year helps in controlling the bat population.
It is believed that the practice of killing thousands of bats once in a year help keep the natural demographic balances of bats.
Environmentalists may frown on the rite, but the Panyangs (Adi) feel it is an occasion to bond with their fellow tribesmen. The festival has always been a source of merriment and a family reunion for them.

They had said that development activities including an approach road and improvement of the cave should to be taken up without interference to the traditional practice of the tribal and the natural settlement of the bat population.
Sena calls for holistic approach for agri-
ITANAGAR, Jan 10: Agriculture, Horticulture, Animal Husbandry and Dairy Development Minister Setong Sena yesterday called for holistic approach for development of agriculture and horticulture sectors in Arunachal Pradesh.
He was addressing a gathering after he inaugurated a Working Women Hostel Building at PWD office Complex Changlang on Jan 9.
The Working women hostel cum day care centre for children and vocational training Centre will be run by Tarap Development Society (TDS). The building constructed by TDS with an estimated cost of Rs 61 lakh and Union ministry of women and child development sanctioned 75 per cent of the total amount.
Highlighting the vast potential in agriculture, horticulture, dairy development and rubber plantation he said they are the back bone of people’s economy and asked all district officers of Agriculture, Horticulture and Animal Husbandry to prepare an accurate assessment and analysis including total annual productions for effective programmes and policies for the benefit of the people. He opined that, through holistic approach and hard work the rural masses and unemployed youths can raise food crops for gainful source of income.
He also laid emphasis on cultivation of rubber as profitable business. He said Changlang district is an ideal and suited location for rubber plantation. People should carry out plantation for sustainable economy and livelihood, Sena said and advised them to visit Rubber Board Office at Jorhat for more information.
Parliamentary Secretary WRD, T. Taiju, informed that the TDS which was formed way back in 1997 started construction of Working Women Hostel building in 2000. But the expenditure went out of estimated cost due to the price hike and increase in labour charges. The society approached to the state government under the leadership of Late Dorjee Khandu former CM and with his financial support to the tune of Rs ten lakhs the asset came up to expectations. He appealed all to make best use of the building to help women to fulfill the real motive.
Parliamentary Secretary Trade and Commerce and Dairy Development, Phosum Khimhun shared his experiences as former secretary of TDS. He appreciated Setong Sena for his kind and generous help for getting financial grant during his tenure as the finance minister for the building.
T. Ngemu, Chairman TDS, gave detail information on the activities carried out by TDS. He said, the very motive of the Society is to render services to the poor people of Changlang directly or indirectly. He assured the society would work and utilize the asset with the help and cooperation of all SHGs and NGOs of Changlang.
G.C. Deori, SDO HQ, and in charge Deputy Commissioner, assured that the district administration would extend all possible help for completion of remaining works of the building.

Shameful and saddening act
Dear editor,
Just when I thought that our engineers have taken a courageous and a commendable task of going against corruption and shady practices of conducting recruitment examinations, I was deeply saddened by the acts of vandalism and arson of APPSC building. It is a really shameful act by our educated youth and I am very sorry for the loss to the state.
I fail to see how someone who does not respect the institution that provides us with the opportunity will ever respect the people of that state. He/she will never be a good engineer/government servant. I hope the DA arrests all those involved and bar them forever from attempting any exam conducted in the state and make it a befitting example out of them. Their graduation must be on "civil" unrest and goondagardi.
But on the same note I am vehemently against the decision of APPSC of going ahead with the results in spite of the perplexing proof of inconsistency in checking of papers.
My words might seem harsh but I would hate to see our Arunachal giving in to the might of the rowdies and goondas.

The latest trend
Dear Editor,
This is not against any individual or community and certainly not against the Arunachalee Unemployed Engineers Association, rather about the latest trend of calling capital bandh for the silliest of the reasons. In casual discussions with colleagues and friends and pondering about this, I shamefully have to agree that the legacy of capital complex bandh has been created very recently by present NES and ANSU.
Both NES and ANSU were on right track to bring logical solution to Pradip Thakur issue, but now their deafening silence on the same issue has rather made it very conspicuous that they were having some other hidden agenda, which too is very apparent though.
In the whole process they have created the never ending trend of capital bandh call. Some people have started calling NES and ANSU as the Father of Bandh Calls. And many people I met are of opinion that, in long run both NES and ANSU have brought Nyishi community a bad light than that by Pradip Thakur.
Because of bandh calls a common man have to go through untold misery and hardship, the administration in capital city is making no more effort than terming bandh calls illegal, business establishments are insecure. Not very far, bandh callers will have taste of its own tablet when Akhil Gogoi et al will start economic blockade and road blockade to Arunachal in protest against the mega dams in our state.
Lastly, few weeks back I wrote about our children visiting bars, taking alcohol and puffing cigarettes. Sadly I still see them in bars, imitating fashion trends of Korean and Hollywood movies. They have become pirated Koreans!

Dear Editor,
I would like to draw the attention of the sleeping public, bureaucrats and technocrats of Koloriang area. A few months back a repairing and extension of helipad was taking place at Koloriang. Now the work is at full stop. No contractors, executing technical agencies are seen and I have my fears that funds would be wasted without finishing the work. I think public of this area should be aware to avoid such mishaps. I urge student unions, NGO’s and every section of societies of this area toraise the voice.

Dear Editor,
I would like my words to echo into the minds of the concerned authority and the person responsible for setting the paper of the recent Junior Engineer (J.E) recruitment examination, PWD.
The division of the question pertaining to the syllabus issued by the department was very poor and such irresponsible divisions were never expected from a responsible department like PWD. The questions related to the topic of Soil Mechanics, Steel Structures and Building construction were totally nil; thereby increasing the weight of Surveying, Transportation engineering and estimation to double. This undue division of paper has caused a serious loss to the candidates who repeatedly kept banging their sturdy head to cover up the whole of syllabus. The syllabus provided was of course very vast to cover up but the students do their preparation keeping the syllabus in mind. Therefore, I would like the concerned authority to kindly reconsider their division pattern in future.

New Delhi, Jan 10: Army has ordered probe into an incident where troops from Maratha Light Infantry (MLI) allegedly killed three people in Arunachal Pradesh last month, Army Chief General V K Singh said today.
"The incident has been taken note of. We have certain apprehensions on this and necessary investigation is in place," Gen Singh told reporters when asked about the incident.
MLI personnel had allegedly killed three people at Namchai in Arunachal Pradesh on December 26 suspecting them to be ULFA cadre. The three youths were identified as Siba Moran(26), Dhiraj Dowerah (22) and Janak Moran (22). The families of these youths have claimed that they were never related to any outfit and also refused to take back the bodies, saying they will not do so till they get justice. PTI
